THE POSITION

Are you ready to take your IT career up a notch? The Infrastructure and Economic Development Information Technology Delivery Center (IED ITDC) has an exciting opportunity for a Project Manager 2. The primary assignment for this position is the planning, directing, execution, controlling, implementation, and closing of IT projects. DESCRIPTION OF WORK

The Project Manager 2 works as part of a pool of project managers and is assigned projects to manage in a portfolio on the basis of capacity and assignment complexity. This position may also be assigned to work as sub-project manager on large multi-agency system implementations. The assigned projects are typically large and highly complex, involving the development of new systems or major enhancements to existing systems. These systems involve multiple data interfaces to information systems both internal and external to the sponsoring agency. Project teams and stakeholders include other state agencies, PennDOT, PEMA, DCED, business partners, multiple business units, and multiple diverse critical business operations. Projects have significant impact on the total IT environment for the delivery center, the affected agencies, and the Commonwealth. Duties for these projects include, but are not limited to:

  • Directing, coordinating, and tracking the activities of the delivery center's staff for all activities associated with the project, including all Commonwealth employees and contracted staff assigned, through all phases of the project

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as a Business Analyst 4; or
  • Two years of experience as a Project Manager 1; or
  • Four years of experience in leading IT systems development or implementation projects and a bachelor's degree; or
  • An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects.

Additional Requirements:

  • You must have experience working within or with a formal project management office (PMO) following standardized project management methodology.
  • You must have at least four years of experience managing large and complex IT system development projects from their inception through implementation following the System Development Life Cycle (SDLC) methodology.
  • You must have experience leading and managing large and diverse project teams, including defining staffing roles, responsibilities, and formally assigning tasks.
  • You must have experience preparing formal project progress status reports for project teams, program managers, stakeholders, and the project governance committee.
  • You must be able to perform essential job functions.
