Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:
The Business Intelligence Developer 3 is a senior-level role responsible for designing, developing, and maintaining business intelligence (BI) reporting and data analysis solutions. They collaborate with technology and business units across multiple divisions within the Metropolitan Council: Regional Administration, Metro Transit, Metropolitan Transportation Services, Environmental Services, and Community Development.
The Business Intelligence Developer creates a variety of solutions including paginated reports, dashboards, interactive visualizations, metrics, dataflows, semantic models, and/or predictive models (AI/ML). They make these available to reporting consumers, including executives, managers, line-of-business users, business analysts, data scientists, citizen developers, government partners, and/or the public at large. They administer, monitor, and maintain reporting solutions, ensuring their security, performance, and availability. They also administer BI tools and may identify and resolve data quality issues.
The Business Intelligence Developer 3 works on the highest level of complex tasks within the job function. This role requires a high degree of expertise in reporting technologies, databases (DBs), data modeling, structured and unstructured data, and strong programming skills. They must be able to work on small to large initiatives and develop BI and analytical strategies. They often mentor others and may act in a technical lead role. They generally work independently and are occasionally directed in a few aspects of the work. They are aware of and comply with data governance and data security requirements.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
-
- Design and develop reports, semantic models, dataflows, dashboards, scorecards, and other reporting artifacts, using Power BI and other modern business intelligence tools
- Maintain and enhance existing BI solutions and architecture
- Collaborate with stakeholders to understand reporting requirements and business process outcomes
- Consultations and training to empower self-service users
- Assist junior developers when they encounter complex requirements or tasks
- Stay updated with the latest trends and advancements in business intelligence and data analytics
- Code and optimize SQL queries in Microsoft T-SQL, Sybase SQL, and/or Oracle PL-SQL
- Other job-related duties as assigned

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of education (in computer science, information systems, social sciences, data science, mathematics, statistics, or a related field) and experience gathering business user requirements, querying data with SQL (T-SQL or PL-SQL) programming language, analyzing data with DAX and/or Power Query (M) language, and designing data visualizations using modern business intelligence platforms:
- Master's degree and two years of experience
- Bachelor's degree and four years of experience
- Associate degree and six years of experience
- High school diploma/GED and eight years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
- Experience developing BI solutions for the cloud
- Experience developing reports from start to finish, coding SQL, defining tables and relationships, developing metrics and quantitative measures, designing visualizations and report pages, and performing data analysis
- Statistical analysis experience for business administration, econometrics, and/or public administration
- Experience with APIs and other web-based data services
- Experience with BI tools installation, administration, and maintenance
- Python and/or R programming experience
- Experience working and collaborating in diverse, multicultural, and inclusive environments
What knowledge, skills, and abilities you should have within the first six months on the job:
- Ability to understand data models and relationships, business processes, and functions.
- Ability to work independently and with others to conceptualize and formulate data visualizations through the application of different charts and graphics to represent ideas.
