Primary Function of Organizational Unit
Division of Research and Sponsored Programs / Julius L. Chambers Biomedical Biotechnological Research Institute ( JLC- BBRI) The JLC- BBRI is an innovative research and training institute dedicated to the advancement of fundamental knowledge of human diseases, particularly those that disproportionately affect underrepresented minority groups.
Primary Purpose of Position
The Associate Director (AD) will be based in Durham but will have responsibility for overseeing the operations at the North Carolina Research Campus in Kannapolis/Charlotte, NC. The position reports directly to the JLC- BBRI Director. The AD will function as both principal administrator and scientific review director of NCCU's Nutrition Research Facility on the NC Research Campus, as well as for Durham locations. In collaboration with the JLC- BBRI Director, the Associate Director will be responsible for evaluating, planning, directing, and coordinating research activities related to the mission and function of the JLC- BBRI as a constituent body of the University. The AD will be an extension of the JLC- BBRI Director in the execution of the Institute's administrative and research mission.

*Recognized leader in a field of research through an active portfolio of sponsored research grants; consistent publishing in peer reviewed journals; participation on grant review panels; presentations at national and international meetings and other scientific venues.
*Effective leadership skills to initiate activities; direct, support and manage research teams and staff at all levels
*Exceptional organizational skills and flexibility to handle multiple tasks and deadline pressures.
*Effective financial and analytical skills, including budget development, grant and contract management.
*Ability to make decisions quickly and independently.
*Excellent interpersonal/communications skills and political savvy and discretion to address difficult or sensitive issues.
Minimum Education/Experience
Earned doctoral degree in biological sciences or related discipline with 3 (three) extensive years of experience administering biomedical and/or health disparities research

Primary Responsibilities and Duties


Function Research
Describe the specific tasks and responsibilities related to the function.
Scientific Review
*Provides scientific advice and input to the Director BBRI on the planning, direction and implementation of JLC-BBRI's research enterprise aligned with the mission of NCRC Kannapolis and Durham Campus.
*Provides overall leadership to individuals and teams of investigators in developing a strategic approach for increasing the innovation and competitiveness of research conducted in the JLC- BBRI.
*Serves as a reviewer for the development and submission of research grant applications from the Institute.
*Participates in both internal and external advisory committees for JLC- BBRI research programs; assuring appropriate and timely recommendations from these committees are implemented.
*Works with the Director BBRI to Lead and/or facilitate the development of responses to requests for applications or proposals that require multi-disciplinary or multi-institution collaboration.
*Collaborates with the Director to develops and implement a consistent mechanism for the evaluation of research productivity of JLC- BBRI faculty and non-tenure track researchers as well as recommend strategies to address under performance.
*Works collaboratively with academic units to assure projects requiring release time from teaching assignments is properly negotiated and appropriate reimbursement to academic departments for faculty release is accomplished.


Function Administrative

Planning Analysis and Organizational Management
*Develops in collaboration with the JLC- BBRI Director short and long-term goals to strengthen and advance the Institute's research programs; directs and controls administrative activities in achieving set goals.
*Determines operational, fiscal, research, business and administrative objectives in collaboration with the JLC- BBRI Director to address goals established in strategic plans developed by the University and the Division of Research and Economic Development.
*Works in concert with the JLC- BBRI Director to identify and develop appropriate resources to support researchers; negotiate space allocation, capital equipment and personnel support.
*Possesses extensive knowledge of local, state and federal regulations and statutes governing the area of work.
*Performs tasks and assumes additional responsibilities as required by the JLC- BBRI Director.
*Plans and directs fiscal and business matters of the JLC- BBRI including monitoring spending on sponsored research projects.

Personnel Management
*Executes on behalf of the JLC- BBRI Director final oversight responsibility for all faculty and staff relations in Durham and Kannapolis, NC. The AD should be aware of any disputes or employee complaints, and is ultimately responsible for their resolution.
*Provides consistent leadership to staff to prevent and resolve problems quickly as well as proactively.
*Provides all JLC- BBRI faculty, staff and students a supportive work environment and opportunities for professional growth, and in coordination with the JLC- BBRI Director works to ensure a positive experience within the Institute.
*Possesses necessary knowledge and skills to perform quality monitoring and performance improvement.


Function Administrative
Describe the specific tasks and responsibilities related to the function.
* Financial Oversight: The Associate Director (AD) is responsible for approving various financial transactions, including budget management, expenditures, p-card purchases, PeopleAdmin Personnel Actions, Chrome River submissions, and Banner Budget Transfers at all times.
* Student Training Supervision: The AD may be required to oversee training programs for students, including those pursuing PhD and Master's degrees.
* Collaborative Engagement: The AD must actively participate in the majority of collaborative meetings with partner institutions such as UNC-CH, Duke, NC State, other universities/colleges and other stakeholders or community partners.
* Community Engagement: The AD is expected to be actively involved in community engagement activities across various counties in North Carolina and must make visits to these sites as required.
* Site Operations Management: The AD will oversee operations at the Durham and Kannapolis locations, with regular visits to Kannapolis approximately every few weeks. Some meetings may be conducted remotely as appropriate.
