SUMMARY OF DUTIES:

The Senior Program Manager is responsible for the development and delivery of high-profile projects with multimillion-dollar cost and multi-year delivery schedule on behalf of Amtrak. Projects in this portfolio advance the ongoing redevelopment of Chicago Union Station (CUS) within Capital Delivery under the Chicago Hub Improvement Program (CHIP). CHIP includes a series of near- and long-term projects that seek to meet current and future station needs by increasing capacity and accessibility, providing safer level of service for both intercity and commuter passengers, and bringing the facility into a state of good repair.

This role requires close collaboration with Amtrak Executive Leadership, Federal Railroad Administration (FRA), City of Chicago, Metra, Regional Transportation Authority (RTA), and other internal and external stakeholders to help advance the Program. The role requires regular analytical and metrics-based reporting to other sta, executives, and stakeholders, while also managing consultants and coordinating with other departments with Amtrak.

ESSENTIAL FUNCTIONS:



  • Responsible for management and delivery of major capital projects at Chicago Union Station.
  • Develop and implement long-term goals and objectives to achieve the successful outcome of the Program.
  • Build strong relationships within Amtrak to understand the business challenges and opportunities.
  • Plan the delivery of projects within the overall program and in accordance with the mission and the goals of Amtrak.
  • Develop annual budget and operating plan to support the program; monitor and approve budgeted program expenditures.
  • Identify, evaluate, and monitor risks associated with program activities. Develop mitigation plan and take appropriate action.
  • Support the creation of project management best practices, tools, and ways for Amtrak to drive efficiency to reduce costs and add value.
  • Drive continuous process improvement.
  • Adhere to Amtrak Enterprise Project Management methodology.



MINIMUM QUALIFICATIONS:



  • Bachelor's degree OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • PMP and PgMP certification or ability to acquire within 12 month of hire
  • Minimum of sixyears of experience in urban planning, architecture, engineering, construction management, construction administration, real estate, transportation or a related eld

  • Demonstrated managerial experience with third party architectural, engineering, and/or construction consultants.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
  • Must have work authorization in the United States.



PREFERRED QUALIFICATIONS:




  • Minimum of eleven years of practitioner experience with project and program management.
  • Undergraduate or graduate degree focused on planning, architecture, engineering, construction management, construction administration, real estate, transportation, or a related eld; or an equivalent combination of education, training and/or experience.
  • Professional License in a related field (Registered Architect, Professional Engineer, Certified Planner (AICP) etc.)
  • Experience with planning and implementing large-scale projects, including multi-year and more than $1 million in project value.
  • Experience working on federally funded projects.
  • Experience in the transportation industry.
  • Experience managing professional service contracts and/or construction contracts.



WORK ENVRIORNMENT:



  • Primarily office-based environment with work from home flexibility.
  • Frequent use of a computer keyboard, monitor, and mouse to perform a variety of tasks.
  • Work in fast-paced, time sensitive circumstances with frequently changing priorities.
  • Frequently resolve problems with conflicting priorities in cognitively demanding situations with ability to work well under pressure.



COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
