Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including financial reporting, federal and extramural costing policy, benefits accounting, capital assets and debt accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations. The Investments and General Accounting unit maintains the investment and endowment accounting records for the UC system, oversees the general ledger for UCOP and provides expertise on accounting and financial matters for gift and endowment accounting, investment accounting and general accounting matters.

Position Summary
The Investments and General Accounting unit is responsible for centralized accounting and reporting functions for endowment funds, campus foundations, other UC affiliated organizations. The Investments and General Accounting unit manages the investment and endowment system administration, general accounting transactions, endowment record keeping and planned giving portfolio. This area is also responsible for participant accounting for the University's investment pools portfolio of over $40 billion (General Endowment Pool, Blue and Gold Pool, Short Term Investment Pool and Total Return Investment Pool) including recording and reconciling investment transactions, as well as accounting and recording investment activity for the University of California Retirement Plan (UCRP) and University of California Retirement Savings Plan (UCRSP) funds, including pool processing for the UCRP and Department of Energy Laboratory segments. This includes maintaining accurate accounting records for UCOP encompassing developing, implementing and monitoring accounting systems, policies and procedures. Reporting to the Investments and General Accounting Manager, the General Accountant 3 uses professional accounting concepts as a seasoned, experienced professional with a full understanding of accounting practices and organizational policies and procedures to resolve complex assignments where analysis of data requires a review of a variety of factors and multiple sources. Exercises judgment within defined accounting procedures and practices to determine appropriate action. Normally receives general instructions, with detailed instructions provided on complex new assignments and initiatives. Has contact with internal and external resources on a regular basis. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. This role requires strong accounting skills, particularly in intra- and inter-location reconciliations, bank reconciliation, and journal entry preparation. It also demands attention to detail, the ability to manage multiple transactions simultaneously, and effective communication across different departments and external partners.

Key Responsibilities

  • 20% Helps implement and / or maintain one or more general accounting systems. -Maintain multiple general accounting systems related to the University of California Office of the President. -Perform regular bank reconciliations for different types of accounts, such as zero balance accounts and depository accounts, ensuring consistency and accuracy between bank statements and general ledger records. -Perform complex reconciliations and reporting of all financial transactions between OP and other
  • 20% Prepares various monthly and annual journal entries and general ledger reconciliations related to investments and general accounting (e.g., financial control, unclaimed property, loans, late charges, notes receivable, intercampus location transfer of funds, assessments, clearing accounts, and oil and gas).
  • 20% Provides record of assets, liabilities, and other financial transactions. -Serve as a liaison to other UC campuses on intercampus financial activities including recharges, fund transfers, and financial control account reconciliations. Assist in other duties such answering questions from OP departments and other UC campuses. -Prepares Office of the President and consolidated reports. Instructs and advises campuses in preparing materials for consolidated financial reports.
  • 20% Balances books periodically and prepares financial statements. -Assists departments and locations with general ledger and input problems / questions. -Participates in the annual fiscal closing operations with other systemwide departments and campuses and initiates changes required. -Provides staff assistance to external auditors, including the preparation of workpapers, report disclosure support, and research. Prepares journal entries, adjustments / corrections at fiscal year-end as directed. Prepares fluctuation analysis.
  • 10% Interprets reports and records for administrators and managers. Participates in gathering data from the general ledger for the collection of information for preparing summary schedules and answering questions from departments or coordinating resolution of issues involving other departments or functions. Assist in various special projects. Prepares ad hoc reports. Identifies areas of potential problems and notifies recipients to resolve problems. Updates accounting policies and procedures as directed.
  • 10% Provides analysis for complex accounting projects.

Experience

  • Min 5 years Relevant work experience

  • Thorough knowledge of accounting function and assignments.
  • Ability to independently gather, organize, and perform accounting-related analysis to complete work assignments.
  • Proven ability to effectively present information verbally and in writing.
  • Thorough knowledge of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements.
  • Thorough knowledge of common desktop / web applications.
  • Thorough knowledge of analytical procedures used in accounting projects of moderate to semi-complex scope.

Preferred Qualifications

  • Proficient in Oracle cloud-based or other general ledger solutions

Education

  • Bachelor's degree in related area and / or equivalent experience / training

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
