Loudoun County Department of Family Services seeks a dedicated, professional candidate for an Assistant Director of Internal Operations role. The successful candidate will join a diverse department that envisions better health, safety, and well-being for all. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.

The Department of Family Services has over 250 employees, a budget of approximately $40 million, and achieves its mission through three divisional areas: Prevention & Protective Services, Public Assistant & Support, and Internal Operations.


Job Summary

The Department of Family Services (DFS) is seeking an Assistant Director for the Division of Internal Operations who will serve as a strategic leader within the organization, responsible for oversight and implementation of all Department projects and will meet the highest standards for management, technical quality, and program delivery.

The role involves providing project and program management services, ensuring utilization of state-of-the-art IT strategies and solutions, cultivating strategic partnerships, and developing and delivering results based accountability reports. The Assistant Director will also serve as a communication conduit for project updates and share evidence and lessons learned through various channels.

The Assistant Director fosters innovation within their team, ensures compliance with relevant regulations, and oversees staffing and performance for their program areas. Responsible for developing business strategies, gathering and overseeing business intelligence, growing new relationships with both internal and external organizations, and providing oversight and management of contract and grant awards.

Qualified applicants must have the ability to communicate effectively with Department Directors, County Administration, and the Board of Supervisors as directed, and must be able to develop and maintain effective working relationships with county staff, court and school personnel, local officials, and community partners. This position will represent department management at county, regional, and state meetings in the assigned areas.

The successful candidate will have administrative, supervisory, program development, and leadership experience, as well as demonstrated success in human services innovation and organizational change efforts. This position requires experience working with a culturally diverse workforce and community, and would benefit from extensive human services knowledge, to include Emergency Support Function 6 (ESF-6) and the CSA.

Key Responsibilities:

  • Sets goals and budgets for projects, leading the department in achieving strategic goals.
  • Provides strategic direction across the organization, offering ongoing analysis to identify and address user requirements while supporting policy, compliance, security, maintenance, and the development of new technological solutions
  • Enhances innovation and standardizes leading practices, offering expertise to project / program leaders and functional managers to improve project management methodologies and tools.
  • Collaborates with other department heads, advising on technologies that enhance efficiency and effectiveness.
  • Directs the organization's IT strategy, development, and future growth, ensuring alignment with the overall business objectives.
  • Implements and governs the change management process, ensuring comprehensive oversight of project dependencies.
  • Accountable for new grant opportunities.
  • Identifies potential risks to project execution and recommends corrective actions.
  • Direct and manages providers, ensuring adherence to contract Statements of Work.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Knowledge & Skills

Hiring salary is commensurate with experience.

Minimum Qualifications

Requires any combination of education and experience equivalent to a master's degree in in business management, Social Work, Public or Business Administration, Computer Technology or related field and at least five (5) years relevant work experience, including (3) three years in a strategic leadership (Management or Supervisory role). Relevant degree or equivalent combination of relevant education and experience to effectively perform job responsibilities.
