Overview
Appointment Type: Full-Time Regular (FTR) Location: Oak Ridge, TN (on-site) *Salary Range: $71,552 - $99,528 PURPOSE: The EH&S Specialist - Occupational Health & Safety will apply professional knowledge, skills, and abilities for planning, implementation, and evaluation of environmental, safety, and health (ES&H) and occupational health programs to protect workers, the public, and the environment. This position is responsible for the development and management of aspects of key ES&H initiatives including Safety, Emergency Preparedness, and Industrial Hygiene Programs and driving outreach and collaboration with other ORAU groups, offering support and guidance to internal customers on compliance-driven needs. This position also provides professional support to the Occupational Health Program through management of various OccHealth programs including First Aid/CPR-AED, medical monitoring, and ORAU's Smoke-Free Workplace Policy.
Responsibilities
Provides professional support to the Occupational Health Program in the implementation of all federal and state occupational medicine mandates that define the requirements for an occupational medicine program such as 10 CFR-851, Department of Transportation, Workers Compensation, Random Drug Screen, etc.
- Performs all injury, first aid, and near miss investigations.
- Revises and further develops the ORAU Accident Investigation and Prevention Program.
- Manages the First Aid/CPR-AED program.
- Serves as a certified trainer for ORAU.
- Develops, coordinates, and/or conducts outreach activities for the ES&H Program Support Center and Occupational Health Program, including ORAU/ORISE programs operational support training programs, compliance training development and delivery.
- Evaluates and interprets current regulations/standards and develops, recommends, and implements programs and procedures to ensure compliance and for monitoring and preventing chemical, physical, and biological hazards and diseases.
- Recommends potential changes in the work environment based on data interpretation and principles of professional practices.
- Manages and maintains the Random Drug Screen database for all Department of Energy (DOE) cleared and testing designated employees, consultants, and subcontractors.
- Provides professional support for Random Drug Screens and Security Clearance Drug Screens.
- Manages the ORAU Smoke Free Workplace Policy and provides applicable reviews and policy updates.
- Determines, within guidelines, employees' specific pre-employment physical requirements.
- Coordinates physicals and drug screens with the employee, HR Business Partner, lab, and clinic.
- Determines required medical monitoring for employees.
- Manages the implementation of the medical monitoring program and provides review and programmatic updates as the subject matter expert. Ensures applicable employees are notified when medical monitoring is required and coordinates physical examinations at both local and off-site clinics. Monitors employees' compliance within the medical monitoring program and notifies non-compliant employees' manager(s).
- Performs exposure assessments, compliance reviews and inspections, and policy and procedure development as a subject matter expert for ES&H and Occupational Health programs, operational oversight, training, and maintenance of documentation for tracking compliance.
- Develops, manages, and coordinates aspects of the Safety, Emergency Preparedness, and Industrial Hygiene Programs to ensure safe and healthful work practices, facilities, and environments for employees and the environment.
- Conducts ergonomic assessments of employee's office and laboratory workstations and provides training to employees on ergonomic practices.
Qualifications
Bachelor's degree in Medical Science, Safety, Industrial Hygiene or related field and 3-5 years of job related experience. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements.
- Experience in a variety of medical laboratory science, occupational health, safety, industrial hygiene, and radiation protection services performed such as, but not limited to, programmatic assessments, industrial hygiene monitoring and analysis, accidents and near miss investigation, identifying and/or conducting safety and health training, and outreach activities.
- Knowledge of industrial hygiene, radiation protection, and safety practices with working knowledge in at least two of these areas pertaining to Occupational Health.
- General knowledge and ability to apply Occupational Health principles and core functions to comply with 10 CFR requirements.
- Ability and enthusiasm for developing, coordinating, and/or conducting outreach and engagement activities for the Occupational Health Program.
