Quality Assurance Manager

Office of Emergency Management

Hourly Pay Rate: $40.00 to $47.64

The QA Manager will be responsible to coordinate quality assurance and improvement across Office of Emergency Management (OEM). Identifying new measurements will require critical thinking on desired outcomes, aligning with the vision of OEM. OEM-EMS core values are compassion, equity and innovation.. This position is a key player in highlighting deficiencies in public safety delivery and offering improvement solutions.

Job Summary: The quality assurance manager will design, manage, monitor and document the Milwaukee County EMS Quality Improvement Program. Establish and track system monitors to drive fact-based decision making and develop strategies for improvement, growth and sustainability. Develop and maintain EMS system resources. Collaborate with OEM and EMS stakeholders to assist in the auditing and analysis of data impacting delivery of health services.

Job Duties:



  • Identify opportunities for EMS system improvement with guidelines, patient care, equipment and medications. Identify and take the lead on efforts to focus on improvement and increased compliance to measure changes and continue to sustain improved practices.
  • Log and investigate reported incidents and concerns with patient care. Provide education and counseling to resolve incidents. Analyze information for trends and recommend corrective action as necessary, working closely with system Medical Director.
  • Develop, abstract, trend and review performance and outcome measures for patients with field diagnosis of STEMI, stroke, cardiac arrest or major trauma. Collaborate with providers, hospitals and accrediting agencies to improve patient outcomes. Provide feedback to providers.
  • Establish and track system monitors to drive fact-based decision making and develop strategies for improvement. Collaborate with stakeholders on recognition and certification initiatives which recognize quality delivery of EMS services which lead to improved outcomes.
  • Manage distribution, administration, tracking, diversion, and destruction of controlled substances. Conduct performance maintenance of EMS equipment and investigate incidents of equipment failure in the course of patient care. File mandatory and voluntary reports with the FDA
  • Represent Milwaukee County EMS at state and local level meetings. Collaborate with all system providers to enhance system performance resulting in improved patient outcomes. Identify system issues and problem-solve to determine mutually acceptable corrective action plans.
  • Lead monthly quality-focused meeting with OEM and EMS Agency representatives to discuss EMS system issues, key performance indicators achievement, narcotics accountability, quality improvement projects and initiatives, and CQIP case reviews across the EMS system.


Minimum Qualifications:



  • Current Wisconsin resident at time of application
  • Valid Drivers License to be maintained throughout employment.
  • Bachelor's degree from an accredited college or university at time of application
  • At least three (3) years of experience working in Quality Improvement.
  • At least one (1) year of experience managing or supervising in the field of Quality Management
  • Advanced knowledge of all related computer and software applications, such as word processing and spreadsheets.
  • Able to lift/carry and push/pull up to 50lbs.


Preferred: EMT-Paramedic or RN with EMS experience preferred

Knowledge, Skills and Abilities: The ability to perform frequent form-building and stored data management. Knowledge of Emergency Medical terminology; knowledge of common Emergency Medical Services forms and reports; oral and written communication skills; ability to enter and retrieve data; ability to work under pressure.
