Stormwater Program Manager

The Department of General Services is seeking qualified candidates to lead the department's Stormwater Management Program. This position oversees daily operations of the stormwater system and related staff for the County.

Duties include, but are not limited to:
* Ensuring MS4 permit compliance and facilitating both internal and external permit coordination.
* Illicit Discharge Detection and Elimination (IDDE): provision outfall identification and mapping, including drainage area delineations; and investigation and administration (i.e. enforcement) of illicit discharge.
* Bond Release and VSMP Notice of Termination (NOT): inspections and follow-up.
* Management of the Annual Stormwater Inspection Program, to include BMP, structure, pipe, and channel inspections.
* Act as the department's representative to the Virginia Municipal Stormwater Association (VAMSA), to include sitting on VAMSA committees and attending quarterly meetings in Richmond.
* Managing MS4 required training for the Department of General Services and other departments such as Building & Development, and PRCS.
* Stormwater Asset Management, to include mapping of the stormwater system and GIS data maintenance.
* Total Maximum Daily Load (TMDL) compliance and coordination for both Chesapeake Bay and local, as mandated in the MS4 permit.
* Provide excellent customer service to Loudoun County citizens and internal and external stakeholders through community outreach activities, presentations, and the use of stormwater hotlines.

This position is eligible for partial telework in accordance with County and Department policies.

Hiring salary is commensurate with experience.

Bachelor's degree in Civil Engineering, Environmental Science, or related field; four (4) years of related work experience in municipal stormwater management including administrative experience; or equivalent combination of education and experience.

Prefer Professional Engineering Registration (PE). Prefer related certifications such as Erosion and Sediment Control Inspector, DEQ, and/or Certified Floodplain Manager.

Prefer experience applying for and managing state and federal grants.

Valid driver's license and good driving record are required (driving records may be reviewed annually for continued qualification). Successful candidate must complete pre-employment criminal and DMV background checks.

Subject-to-call 24-hours a day, seven days a week, and must be available during County emergencies. This position is considered "essential."
