LOCATION: Colorado Springs, CO

SUMMARY: To support the Missile Defense Agency (MDA) with development and analysis of programmatic data for program management support, to include monitoring and reporting against the acquisition program baselines, to include assistance with program oversight and execution briefings. Alternative responsibilities may encompass development and execution of acquisition strategies/plans, contract requirements packages, and supporting prime contract monitoring/management activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

1. Acquisition Strategy Development and Approval:

  • Develop, prepare, and present acquisition strategies to the Acquisition Strategy Board and/or Panel (ASB/ASP) and manage the staffing process with all stakeholders.
  • Formulate comprehensive acquisition plans in accordance with MDA 5013.14-M and prepare necessary documentation such as Justification & Authorization, Determination & Finding Documents, and Source Selection Plans.


2. Contracts Requirements Package (CRP) Preparation:

  • Support the preparation of CRPs, including Statements of Work (SOW), Performance Work Statements (PWS), Contracts Data Requirements List (CDRL), and other acquisition documents unique to each contract.


3. Request For Proposal (RFP) Review:

  • Assist in preparing and reviewing RFPs, including coordination and development of Independent Government Estimates (IGCE) and Funds Availability Memorandums (FAM).


4. Proposal Evaluation:

  • Provide support in the technical evaluation of proposals, ensuring compliance with acquisition strategies and policies.


5. Post Award Contract Administration:

  • Prepare and manage Engineering Change Orders, Contract Change Orders, and related documentation.
  • Assist with data management, task order documentation, acquisition property documentation, and other modifications as necessary.


6. Acquisition Reviews and Reporting:

  • Support the preparation of acquisition reviews and reports, including the Missile Defense Accountability Report, Selective Acquisition Report, and Developmental Baseline Review.


7. Inter/Intra-Agency Acquisition Support:

  • Ensure Inter/Intra-Agency Acquisition Requirements (IARs) are properly documented and compliant with Federal, DoD, and MDA processes and policies.


8. Foreign Military Sales (FMS) Support:

  • Prepare acquisition processes and products in support of FMS acquisitions, ensuring compliance with U.S. FMS policy and the MDA Comprehensive Acquisition Process (CAP).


9. Small Business Innovative Research (SBIR) Support:

  • Oversee and manage the MDA SBIR/STTR Program, including outreach, training, and information exchange

EDUCATION AND EXPERIENCE:

Education & Certification:

  • BA/BS in related field with 15 years relevant experience required.
  • MA/MS, PMP, or DAWIA Level III certification may substitute for 3 years of experience.


Experience:

  • 15+ years of direct experience related to Federal Acquisition or DoD programs as an acquisition/program analyst overseeing cost, schedule, and performance.
  • Demonstrated experience in preparing milestone decision packages and acquisition strategies.
  • Ability to prepare acquisition strategies for Acquisition Strategy Panels and Acquisition Strategy Boards or equivalent.
  • Experience in reviewing, processing, and formulating strategy products.
  • Skilled in drafting and briefing complex acquisition solutions, including Other Transactions (OT) and hybrid acquisitions.
  • Proven ability to draft Acquisition Executive program correspondence/status reports, including memorandums, EXSUMs, white papers, and Ad Hoc reports.


Acquisition Methodologies:

  • Extensive understanding and experience in applying acquisition methodologies and strategic planning within the DoD environment.


Software Tools Proficiency:

  • Proficient in using various acquisition and project management software tools to create acquisition strategies, perform analytics, and conduct risk assessments.


Leadership Support & Development:

  • Experienced in advising and supporting the development of internal acquisition policies, managing strategic-level communications, and staff coordination for executive-level reviews.


Collaboration & Training:

  • Ability to collaborate with all levels across projects to extrapolate critical information for strategy development, maintenance, and analysis. Capable of teaching/training basic and intermediate level analysts on acquisition techniques and industry best practices.


Analysis & Presentation Skills:

  • Ability to develop expert-level analysis presentations based on program structure and execution and present results to senior leadership.


COMPUTER SKILLS:

  • Skill in operating a personal computer and standard office equipment
  • Must have proficiency in MS Office Suite (Word, Excel, PowerPoint, Access)


CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:

  • Active DoD Secret clearance required


ADDITIONAL KNOWLEDGE, SKILLS, ABILITIES, AND COMPETENCIES (DESIRED):

  • Experience supporting a Space Program, Aircraft/tactical Systems, and/or Airforce/Space Force background is a plus


PHYSICAL DEMANDS:

  • Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
  • May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
